It's cheaper if you can have the following items contracted locally . . .

Any lighting and electrical, you can expect $14,000 to $20,000 for a 18-hole (your club house can be the panel room). 

Any landscaping, you can expect $9,000 to $18,000 for a 18-hole course (the more gardening, the better for people to enjoy the play of the holes).

Any club House being built, you can expect $15,000 to $75,000,or, more, depending on size (12' x 12' area is the minimum). 

Any fill dirt to slope your site, you can expect $6,000 to $10,000 for fill, depending on your liking, for the course design (you can leave the site flat, but, by adding sandy type fill to make a slight slope, your design will look and play better).

Any parking, the rule is about two to three spaces per hole (spaces needed depends on zoning of your area). You may put down crushed rock or do asphalt paving (paving to be about $1.00 per square foot , or more (and crushed rock shall be about half that cost).
